Ururka Israaca Ummadda Soomaaliyeed oo ay xaruntiisu tahay Washington D. The Pan-Somali Council for Peace and Democracy (aka Israaca), an advocacy organization based in Washington DC, welcomes the Aden Agreement recently signed to end the longstanding dispute between the leaders of the Somali Transitional Government. President Abdullahi Yusuf Ahmed and the Speaker of the Transitional National Assembly, Mr. Sharif Hassan Sheikh Adan, agreed to the terms of the Aden Agreement brokered by the president of Yemen and signed on January 5th 2006. In signing the agreement, both leaders agreed to end their differences, work out any outstanding issues through dialogue, promote national reconciliation and immediately reconvene the Transitional National Assembly inside Somalia.

ISRAACA finds it unacceptable that Somali people’s hopes and aspirations for nationhood, stability, and peaceful co-existence with each other and with their neighbors have remained elusive for more than a decade. Somali leaders, who are responsible for this failure, continue to bicker and squabble over minor issues such as positions in the government, the temporary seat of the Transitional Government, and other inconsequential matters that do not affect the lives and conditions of ordinary Somalis. ISRAACA notes that it is extremely urgent now for Somali leaders to understand that their prolonged and unprincipled power struggle, coupled with a lack of concrete and lasting agreements, are contributing to the despair of the Somali people as well as to the overall instability in the Horn of Africa. It is high time that Somali leaders confronted once and for the enormous challenges facing the nation. We call on them to execute their oath and to solemnly and selflessly serve the nation’s interests.

Somali leaders should realize that our people are the only stateless society on the face of the earth and is in grave danger for lack of basic human services at the dawn of the 21st century. Knowing this fact alone, we hope, will make any sensible leader understand the gravity of the situation and what is at stake. We are hopeful that zeroing in on these realities will lead Somali leaders to refrain from returning to the destructive politics of the past 15 years that have made a mockery out of Somali politics.

We call on the Somali people, through their civil society institutions, to continue to persevere in the absence of effective governmental institutions in Somalia. ISRAACA hopes that Somali people and the international community will hold these leaders accountable to their words and deeds in fulfilling the Aden Agreement. Unifying the Somali nation peacefully and governing it democratically should be the goal of these leaders.

ISRAACA commends the ongoing efforts of the U.S. Government and the international community in helping restore peace and security in Somalia by supporting the establishment of a fully functioning Somali government. ISRAACA also commends the Republic of Yemen's President Ali Abdullah Saleh for his tireless efforts in bringing together the two factions of the Somali government in Yemen and to effectively and amicably deliver the Aden Agreement.


ISRAACA urges Somali leaders to take the Aden Agreement very seriously and work to assure its full implementation in a spirit of goodwill, trust and cooperation.
